People go up on Cypriot roofs more often than they expect: the solar heater, the satellite dish, the gutter after the first proper rain. A galvanised ladder with a cage settles it for good.
From three metres a fall can still end well. Above that it does not. Safety hoops start at 2.2 m and cost about half of the ladder, and they are exactly what makes the climb safe for someone who goes up once a year.
A ladder on the facade is also an invitation to the first floor. If the house stands empty half the year, the bottom two metres are made removable or hinged with a lock: only whoever has the key gets up.
Most falls happen not on the ladder but in the step across onto the roof. So the stiles always run 90–110 cm above the parapet, and on a flat roof a small platform with a handrail is worth adding.
